Overview
This Winnipeg strip mall had no reliable as-built documentation — the original drawings were incomplete and the building had been modified without permits over 15 years of tenant turnover. The retrofit program required establishing an accurate baseline before any new scope could be planned, inspected, or handed over.
The problem
The structural engineer couldn't certify the retrofit scope without understanding the existing conditions. The electrical contractor found three undocumented panel modifications during their site survey. The building department required a complete as-built submission before issuing a permit for the retrofit scope — documentation that didn't exist.

The Solution
WeReno conducted a site survey and built the as-built digital twin from observed conditions — capturing every structural element, MEP system, and undocumented modification. The twin became the as-built submission to the building department and the baseline for all retrofit design. Undocumented modifications were spatially documented in the model with their location and observed condition.

The result
The strip mall received its retrofit permit in 3 weeks — 5 weeks faster than the project team had estimated. The retrofit was completed on budget, with every new system integrated into the existing twin. For the first time in the building's history, the property manager had a complete, accurate spatial record of every installed system.
